Some observations: even if I manually turn the child lock toggle on the side of the door, it resets automatically to child-lock when I close the door. The child lock indicators on the drivers door are not illuminated. Pressing them makes a noise happen in the door, but no light.

The "power supply terminal 30" is unswitched power.meaning it is at 12V whether the car is on or off. Those shorts could be draining your battery. What does your battery voltage show when you turn the ignition to the on-position (but don't start the car). But I have a hard time believing you'd see that code and not have trouble starting the car.

I have looked at the book and turned the plastic lug in both directions but neither rear door will open from the inside. I have checked via the mmi but nothing there deactivates the rear doors.

Yes, use the old fashioned child locks. Key lock to twist when you open the rear doors. Which is fine if there was something behind the small round blanking plug - there isn't on my Q3. The only way I can see to use the child locking is via the buttons on the driver's door panel. I spent ages trying to activate (turn the key slot) on the rear.
